I keep getting the above when trying to refund a buyed any ideas its driving me mad!

Make sure your bank details on ebay are correct:

You need to a bank card to ensure refund.
If you fail to refund before 5th February, ebay will force it & buyer keeps item.

Why are you refunding? Has buyer opened a case?
If you have no funds available in your ebay account, you need to authorise ebay to debit your bank account.
I thought this was automatically included in Managed Payments as seems pointless trying to refund if there is no money available.

They've already sent me back the item and I have a card, I've updated it to make sure but have to wait 48 hours to clear

It does take a few days sometime to verify a new card added. If you have been notified that 48 hours are needed to verify the details, check when that time lapses, to ensure the refund was processed.
If payouts are on hold , then money will be taken from that nominated back up method, once completed, money from hold is released to you.
