Check in your Paypal account that the payment has completed. If it has ask the seller to log into their Paypal account and click on the All Activity tab and scroll down the page. The payment may be there saying "Pending - OK to send". Payments are put on hold for new sellers but they are supposed to send the item.
If it's not that they may need to confirm the email address they have filed with Paypal. Ask them to check in their Paypal account > click on the cog icon, top right > Email
