Have you received the item?
If you bought from a private seller, they do not have to accept cancellation requests, and they can refuse returns.
All you can do is try and sell the unwanted item yourself.

thanks for the response they blocked contact and a return. I have to say this is why I don’t typically buy from eBay and won’t use again. You just can’t trust all the sellers

No not yet but it’s apparently on its way. I don’t typically buy from eBay and its sellers like this that have put me off so I won’t use again in a hurry. I’m tempted to reject the delivery and contact my bank to recover the payment

If you do buy from Ebay again, you should check Ebay rules on cancellation, and read everything really carefully before you hit the 'buy' button. I understand that you think the seller has not acted correctly here, but they have not actually done anything wrong.
I don't think you have a legitimate reason to ask your bank for a refund. The seller has acted in good faith and has sent you the item you chose and paid for. Private sellers are allowed to refuse returns (by Ebay and UK law).
Finally, you can't open a return case for an item you have not received.
If you’ve changed your mind about a purchase, you can submit a request to cancel the order. The seller can either accept or decline your cancellation request.

Don't reject the item as it will show attempted delivery / refused , and your bank will not refund you.

Thanks for that but there should have been an option to cancel at the start mistakes happen and sellers shouldn’t benefit from
that.
