Offering a private discount

I want to offer a private discount to people who are ‘watching’ my items. EBay help and support are useless and been unable to help. I am unable to offer this as the function is not enabled when I goto the correct section to do this.  I have had people watching my items for over two days. I receive these private discounts from others selling similar items to me. Is there a function that needs to be enabled.

Yes, it's an option you select during the listing process or you can revise current listings.

Hello, thanks for replying,

there is no option to send an offer in either solutions above on my eBay account.  I have set it up so I can receive offers from potential buyers, but I don’t have the option to send them one. I receive private offers all the time when I view or “watch” an item.

This is only available for buy it now items.

Now this makes more sense, I have been “chatting” to a CSR and then a supervisor for an hour and they were no help. 

I will list something and see if this works, thanks for your help.
