The seller seems reluctant to fulfill the return request. They are offering me a 80% refund if I keep the item I want to return. Is this sound practice? More importantly, can I be sure they will give me the refund if I cancel the return? They haven't sent me a return address-label yet.

No, do not cancel the return as there is then no way to ensure that partial refund , it cannot be enforced.
Carry on with the return, if they are offering 80% they can offer 100%, which they have to under the terms of eBay's 30 day MBG policy.
Escalate on day 4, ask eBay to step in, if you do not receive a refund or a tracked label paid by the seller, for the return of their item.
