It is absolutely ridiculous that I cannot leave negative feedback on a serial non-payer who makes a mockery of EBay but continues to enjoy 100% feedback despite a large number of his dealings are no payment
Ebay really need to look at this as I am losing confidence in the whole process if I cannot trust 100% feedback as the sign of a reliable trader

Leaving negative feedback for buyers, just invites retaliation from buyer.
One of the reasons non doubt why it was changed MANY YEARS AGO.
It is up to sellers to give non payers UNPAID STRIKES and to block bidders/buyers with two or more unpaid strikes. No feedback can be left.
Doing it properly protects sellers, far better than leaving a negative, getting a negative in return then trying to persuade ebay to remove it.

The only thing that needs looking at are the sellers who break the rules and leave false positives rather than give unpaid strikes.

Leaving negative feedback for a buyer may make sellers feel better, but what good would it do? You can't automatically block bidders based on feedback.
Serial non-payers wouldn't exist if only sellers would use eBay's unpaid item procedure when buyers haven't paid afrer four days:

This will immediately cancel the sale. The buyer will receive an unpaid item strike for not paying, which will stay on their account for a year. Two strikes mean that most sellers will automatically block them from bidding.
Neither party can leave feedback and any already left can be removed. The seller's final value fee (where payable) will be credited back to their account.
