"Buyer left negative feedback on item clearly stated as for spares and not sold as working order"
The listing title was "spares/ new and used"
So the neg was justified - but contact the buyer and see if you can work it out.
To respond to feedback use your account settings and feedback is on the left.

"spares/ new and used"
This implies items are still usable, if they are not usable or untested, then you should have said so.
Feedback reflects buyer's opinion, you can add a follow up comment, but IMO best to not do so.
You could try & resolve problem with buyer & then send feedback revision request.

you listed as 'used'
An item that has been previously used. The item may have some signs of cosmetic wear, but is fully operational and functions as intended. This item may be a floor model or shop return that has been used. See the seller’s listing for full details and description of any imperfections.
there was no mention in your description that anything was broken, people expect spare parts to actually work!
