Mismatch in address do I have to pay final value fee credit

Good Afternoon
A customer bought a product off me, paid via PayPal, however straight after the payment he requested the item to be sent to different address. This is not in line with neither PayPal nor eBay policy, so I think I'll have to cancel the order, as I've replied that in order for both of us to stay protected it has to be sent to the PayPal Address. He hasn't replied so it looks like the account has been hacked. Now I'd like to cancel the order under "there's something wrong with Buyers address" but obviously paypal already took their fee and eBay will take theirs. Am I going to pay these fees? Or am I better off sending the product to paypal address and see how it turns out? I'm definitely not sending it to the address I've received via eBay message (especially that it asks me to add different name as well as there are apparently two people living there).
