Why when I make an offer,and it is accepted ,I pay straight away via autopay,but I have accepted an offer on something and no payment has been received after 48 hours ,why the double standards

Its not double standards. By default users eg sellers will be opted in to this scheme, however there are many sellers that don't like this and opt out. Have you perhaps done this in the past hence not receiving immediate payment?
This is all controlled here: https://www.ebay.co.uk/bmgt/buyerrequirements under buyer rules. The top two boxes need to be ticked if you want immediate payment. Be aware though if you do buyers cannot use paypal credit combine shipping, use click and collect etc.

No,I have paid automatically over the past 12 months,despite not signing up to the autopay .
This in my opinion was done by stealth,and ebay as usual ,continue to be very reluctant to make known their new policies.
I wil of course opt out ,

Buyers cannot opt out.
It is sellers who are opted in and only they can opt out.

When you buy, surely you expect to pay, so as far as a buyer is concerned it makes no difference. It is sellers who are not aware of being opted in that may lose sales, because of the restrictions of not being able to combine, Click and Collect and Paypal Credit.
Any offers I receive have never been paid automatically, it must be something in my settings, as I have never opted out.
Ebay does have this annoying habit of shooting itself in the foot, as this is supposed to cut down on non payers, but just causes disruption for buyers and sellers.
