Making a second chance offer

I have cancelled an order as buyer did not pay and no contact. Want to make a second chance offer to second highest bidder. Cannot find the way to do it even following all the help advice.

The SCO link sometimes disappears from the dropdown menu after cancellation so click on the original listing, then click on where it says the number of bids in the middle of the listing and you should see it there.

Did you use the correct method whereby the non-paying buyer gets a defect?  

It really is important that all sellers use it every time so that time wasters will be restricted from buying!
