Did you mean:

Losing on a bid, then the item being put up for sale again.

I recently lost out on bidding for an item by a small amount and the item was listed as sold. However a few days later the item reappeared for sale, by the same seller,  with a much higher starting price that the one it was supposed to be sold for, is this a correct procedure?

It's unfair, but nothing you or ebay can do about it.

If it appeared a few days later  for sale,  this may indicate the buyer did not pay.

The seller then is allowed to relist the item,  and yes,  they can relist it for whatever price they wish,  higher or lower than previously listed.
