I would like to list an expensive picture but I seem not to be able to list anything for more than £3000. Obviously there are already sellers doing this so how do I list the item.

Contact eBay Customer Services, see if they can raise your limit for you, if you explain you wish to sell this one item.
As an aside, hopefully if allowed to sell, you'll list this as collection only, then remember to remind the buyer, after purchase they pay through eBay checkout there's no cash on collection now, to bring with them the 6 digit QR code. This is your only proof of collection.
Do Not release this item if they do not bring this code. Scan it make sure it's valid whilst they're still present. This is a high value item , you don't want any issues here !

I realise that this is not the question you asked, but, genuinely, after 20 years on Ebay and a few years offering advice in this forum, I would not try to sell something of that value on Ebay.
As a seller, I would be worried about the buyer finding a flaw that was not in the listing and asking for a refund. Buyers have 30 days to open a return.
That would involve getting the item back at your expense.
As a buyer, I would not consider buying an item of that value without looking at it 'in person' and that is not possible with items sold on this site.
