Item not collected after 6 weeks even if collection day and time sgreed

Hi. I sold an item 6 weeks ago which was supposed to be collected (collection only option) and we agreed the day and time of collection. The buyer never turned up. I messaged him and he said he was too busy! I obviously do not want to refund him or cancel the order as I would have lost possible buyers purchasing it in thelast 6 weeks. What is Ebay policy?

There isn't an ebay policy.  You can't force them to collect.

You can if the buyer opens a not received claim with their payment provider, this could also cost you an extra admin fee of £16.80

If it's too late to cancel the sale via eBay you can still send the refund up to 90 days from sale

Bear  in mind that a buyer can ask their payment provider for help to get a refund up to 180 days and it could prove rather expensive for you, although the easy way would be to open a NOT RECEIVED case, and if you did not refund, escalate to ebay, which would also prove expensive for you.

Buyer also has up to 60 days to leave feedback, which would not look good.

Buyer may be a pain, but you cannot keep money without supplying item purchased, as already said you can refund up to 90 days, or just make it difficult for both you and buyer.
