Item damaged in intransit and returned to seller (me) but buyer is till interested

I don't know how to create an additional postage label since ebay won't let me. Or do I refund the buyer and create a new listing. Or do I keep the original listing since I've already made a claim to the shipping service about the damage

Has the buyer opened a case for item damaged in transit?  Under Simple delivery rules,  eBay take over that refund,  and you get to keep the payout.

It has been returned to you,  does the buyer know and accept the extent of the damage?  Are they happy to pay for it again in this damaged state?

Then, you can relist it for them to buy again. It will be a new listing with a new postage label for you to receive and use.

I'm presuming you've taken all necessary photos for the claim for the damage sent to the shipping service?

Yes I've taken multiple photos of the damage and the buyer and service has seen them, the damage was very minimal since I used a ton of packaging but the parcel was ruined. I shall ask them to open a case for it being damaged in transit. Thank you
