I recently purchased an item from Ebay and once the item had been delivered I left my feedback, the feedback was marked positive, although I did list problems with the item "which i think was fair enough" however the seller was not happy and they started with offering me a free item, which I rejected they then offered me £5.00 to change the feedback comments, which I also rejected then they offered £7.00 also rejected they then asked me what I would deem as acceptable in order to change the feedback to which I replied due to the situation you have put me in I will not be comfortable with anything less then a full refund and I told them I would report them to Ebay for feedback manipulation, the conversation ended "I did not expect a refund" after reporting to Ebay they came back and said they found no fault i even appealed it and they said the same, how is this not feedback manipulation and bribery?

as eBay have made a decision it's no good asking us.
You say you left positive feedback - positive feedback cannot be changed.
however you did not leave positive feedback rather neutral feedback and the seller asked you to change the feedback, not the comment.
If you don't wish to change it, just ignore them.

Yes but is not not feedback manipulation to offer money in return for feedback change?

If it's the 'SANSI 40W=600W LED Grow Light' you left a neutral, not a positive, so that can be revised if you wished to. However, you've left a well worded criticism so I'd just leave it and would no longer engage with that seller.
In theory you could be reported for trying to obtain full refund via feedback extortion though if the seller chose to report you.
Honestly, if you're happy to keep the item and not return it for a full refund I'd just let it lie.

I told them in previous comment I dont want to return the item, the comment about "wanting full refund" wasn't intended as "if you refund me in full item will change the feedback" as I had already reported them for feedback manipulation, it was more so that I won't settle i had already told them I would be reporting them, for me its more the principal im tired of sellers trying to get me to change my honest feedback in return for something, if you want a good feedback provide a good item, that is all I feel so many sellers have unusually high feedback ratings and it makes me wonder why any time I leave feedback on ebay that isn't "10/10 seller would buy again ☆☆☆☆☆" i feel like im being extorted out of how i actually feel about the item i received... sometimes its not the sellers fault alot of the time it is

As has been said it's eBay's decison, not ours.
I think however that what is regarded as "feedback manipulation" on eBay is using threatening bad feedback unless a seller does something that eBay doesn't require them to do. For example, to accept a return that they don't have to accept, or to pay for return postage when there's nothing wrong with an item but the buyer no longer wants it.
eBay may feel that bribing buyers to change their feedback isn't quite the same. It's very bad practice, but it isn't extorting anything and the buyer is free to refuse. I'm always disappointed by the number of buyers who are willing remove bad feedback deservedly left to warn other buyers in return for a bribe. They seldom get the bribe anyway, as once they've changed the feedback that's likely to be the last they will hear from the seller.

I must admit I have gone for the feedback change a few times, but it makes me feel dirty to sell my integrity for a few £ of its a genuine reason like the seller cant ship the item then fair enough or the item arrives damaged and it gets sent back its a different story, feedback should be earned not expected
