International postage charges. I input £12 ebay then changes it to £14.52 Why?

I don't ship many items abroad, if I do I use ebay GSP.

However a customer has asked me to ship a product to the Netherlands and GSP is significantly more expensive than doing it myself as it is a small item. 

I have added the postage at £12 to ship to Europe, however ebay keep changing it to £14.52. Is this to cover duty of some sort?

If item is listed under GSP, you can't change it.

You would need to opt out of GSP & list item with our own postage.

I have added the postage myself as GSP was much more expensive for this item. I have chatted to an ebay agent on line. They can't tell me what the charge is for!  They said it is due to Brexit.

When I asked for further clarification as to what the charge specifically related to they didn't know and said they would have to escalate my concern and get back to me in three working days.

Meanwhile my customer has purchased the item and said the postage was displayed as £12.00 then there was VAT on top.

GSP costs include international postage, import fees & Pitney Bowes fees.

If sending direct to customer, they will pay VAT & any applicable import costs to carrier before delivery
