I need my money refunded!

I purchased an item on the 8th of May, its today the 21st of May and my item hasn't even arrived, no tracking details, no nothing, I opened a request to wait for this item, but yesterday I thought to just refund my money, but then I closed the case and now it says I cant get refunded or open another case, I NEED MY MONEY BACK

If you have closed a case for item not received then you can't open another one. 

You could try contacting ebay customer service and ask them to make an exception on the basis that you are a new member and got confused.
