I have paid for a scooter on the 20th of July. No communication with the seller, Stella still hasn't posted item. Would like to cancel

You can ask the seller to cancel.    If they don't do that check the last estimated delivery date on the listing and when that has passed select "Report an item you didn't receive" on here:

and escalate it 3 complete working days later to get a full refund.

What sort of scooter? If in the Motors Category there is no buyer protection and should be paid for only after a satisfactory inspection.
