I feel like there’s a scam going on I keep sell item on eBay and then the customer cancel the order

I feel like there’s a scam going on on eBay. I sell an item on all and the customer cancels the order and I get stung for the 11% eBay fees because it’s a promoted item I give the full refund to the customer. This has happened to me three times now Where a customer buys the item and then cancels the order. It’s very clear in the listing what the customer is buying so I don’t see what the problem is. I feel like there’s a scam going on and I feel like as a Seller. I’m losing out please can eBay look into this. 
Will I get my money back on a promoted listing if the customer cancels the order?

you are not speaking to eBay here, just other members like yourself.

Perhaps you have fallen for what many buyers are doing.

they see that they are paying fees because you are registered as a private seller when you are holding stocks of, and selling brand new items, so they should not be paying the extra in the for of fees.
