We are members like yourself here,  so you need to take certain actions yourself for a refund.

 

Open a case for item not received in the Resolution Centre,  link at bottom of most pages.  You can open this case one day after the last estimated date for delivery.  Escalate on day 9,  and eBay will step in and fully refund you.

 

Do not close the case early before it is fully resolved.
