I am going to keep it short - I had my account hacked and I have been logged out. I am unable to change my password, despite numerous phone calls to the help centre. There is absolutely no help and I am so fed up with hearing 'thank you for being with us for 19 years'.....

It's a fact that you will receive different information from different agents when contacting Customer Services, unfortunately some better than others, some even offering extremely incorrect information for a member to follow.
All I can suggest is to contact CS very first ting in the morning when the lines first open at 8 a.m. on weekdays, as there's more chance of Dublin answering and more chance of the correct steps for you to take now.
This is the easiest and quickest way to contact eBay Customer Services, for a Call Back option.

Lines open 8 a.m. - 10 p.m. on weekdays
9 a.m. - 6 p.m. on weekends.
Automated agents will be available on chat outside of the above hours.

You have I hope, also changed passwords on all other accounts you own, especially your email account, and to keep an eye on all accounts for any untoward transactions.
