A private seller is advertising a car as 2012, 5 seat 1.4 litre but it is actually 2002, 4 seat 1.0 litre. I have raised this with him but he's not answering this question. Do I have to have bought the thing before I can publicy comment or report it? He was 100% positive feedback.

There is no ebay MBG for vehicles,
So up to buyers to do all checks when inspecting car before paying in cash.

There will be a link in the listing to report it, but don't be surprised if eBay takes no action.
Reporting is mainly for items that breach eBay's rules on what can be sold here. The accuracy of the description is entirely the seller's responsibility. eBay doesn't review listings and is unlikely to take other users' word for inaccuracies. Don't forget that eBay even warns buyers in the user agreement that "they do not guarantee the existence, quality, safety or legality of items advertised, or the truth or accuracy of descriptions".
Buyers can't say they were not warned. eBay is a jungle.
