I have received an item in the post, intended to taunt me following a conversation outside eBay. The conversation was about child safeguarding and the item was intended to minimise my concern. There were very few details in the envelope I received, in fact only a username. I can't seem to find a place to report on eBay as I'm not a seller reporting a buyer. Can someone help, please?

If you buy something on ebay, and when it arrives it's not as described in the listing,then you can open a return request with ebay here,within 30 days of the last estimated delivery date. https://www.ebay.co.uk/help/buying/returns-refunds/returning-item?id=4041

As this does not relate to a purchase, what exactly do you want to report and why would ebay want to get involved in something you say was outside ebay.

This sounds as if it is not an Ebay issue.
You say the item is from another Ebay buyer, but other buyers cannot get your address and you also say this stemmed form a conversation that was nothing to do with Ebay.
If you know who sent you this item, you should tackle them about it.
I am not quite sure what you expect Ebay would do.

It's for a legal matter so I cannot be too much more specific, however: I need to know how I can contact someone at eBay to help confirm or deny the identity of a user that sent an item to my address so that I can pass onto the authorities as part of a wider issue. There seems to be nowhere I can get in touch with eBay directly for issues that aren't standard. Does anyone have any idea how I can do it?
I realise that with GDPR and other processes, it might not be possible for them to give me that information, I just need to be able to get in touch with an eBay employee who can at least help me.

eBay won't give out the information you are looking for.
However, if you report it to the police then they can get the information from eBay.
