Hopefully this will work for you.
I've just tried a "draft copy", on an item i'm already selling which has the "custom postage" selected (i always use this, as the morons at ebay's postage costs NEVER include insurance cover for higher valued items).
So, select "sell an item like this" option, IRRESPECTIVE OF WHAT IT ACTUALLY IS, (if it originally was a teapot, and your selling a shirt, you'll need to change all the sub headings) the point is, in my case the copied draft retains the "custom postage" option, which is what WE THE SELLERS SHOULD BE FREE TO CHOOSE AND NOT BE DICTATED TO BY EBAY!
I hope this works folks. Ebay have absolutely no right whatsoever to dictate who we use as postage for our items. I've personal experience of the extortionately inflated costs of their so called "Global Shipping programme" which is a complete rip off and doesn't reflect the true costs of ANY associated charges for sending abroad
Good luck folks,,lets fight for the little guys and share the word if this works
