It is 100% a spoof/scam.
Has somebody negotiated to buy a pricey item from you?
Have you given them access to your private email or Whatsapp?
That looks like the sort of email you are sent to confirm 'payment' - by a scammer.
The wording should alert you - the sentence beginning 'This effect may take ...' is not English grammar.
If you have sold an expensive item, do not send it until you have confirmation of payment from Ebay and the item is showing in 'orders' as 'paid, send now'.
