Sellers can't close their accounts until all transactions have been dealt with. EBay must have removed the seller from the site.
Unfortunately this probably means that you won't be able to open a case under eBay's money back guarantee. If not, you will have to log in to your PayPal account instead, go to the transaction record and open a case under Paypal's longer, 180 day buyer protection policy. You may have to explain to PayPal about the seller having been removed from eBay. Be sure to escalate it within 20 days.
