Card cloned

I used recently used a new card for a transaction, I returned the item and got a refund. All seems to be logged through eBay but that card has been cloned and has had fraudulent transactions since the refund. The seller looks like a legit, trusted UK seller but I'm questioning the security of the transactions, esp the refund. Who should I contact? The bank have closed the card and will issue refunds for the frauds  but I want reassurance the eBay transactions are secure!

The seller would not know your method of payment UNLESS YOU PAID NOT USING EBAY CHECKOUT. 

Refunds go back to source but again seller would not know where the refund was going.

I cannot see how the card could have been cloned through ebay, as the seller does not have any details.
