Can Ebay ban timewasters
Relsting again several times can Ebay ban them for good ?

Vehicle fees are charged differently ... A non refundable £10.00 listing fee is charged each time you list/relist and a 1% FVF selling fee of between min. £20.00 to max. £35.00 is charged when sold plus any any added listing upgrades (Reserves/BINs) used.
 
Car listed and sold three times,  you will still have those fees to pay on those 'non sales' unless you open Unpaid cases to recover some of those fees ... you only have 32 days from sale to do so here ...('non payer' account strikes/defects are very effective) >

Consider Classified Ads for Vehicles. = £14.99 for 28 days with no FVF selling fees ... set a realistic start price and negotiate with potential buyers until an acceptable price/deal is agreed and you have Cash in hand (or cleared/confirmed Bank Transfer) on inspection/collection.... only then remove the listing.

eBay won't ban anyone just because they've wasted your time.

 

If a Buyer gets 2 or more account defects then most sellers auto block them for 12 months.

 

Its up to sellers to open an unpaid item case whicj can cause the buyer to get an account defect

 

However, where a Buyer goes to view a collection only item & decides they don't want the item, then a mutual cancelation should be done or the Buyer can appeal an upaid case & its not going to look good for the seller.

Why should eBay ban them when you have left positive feedback signifying you found not getting paid a positive experience.

 

Your false positive is serious feedback abuse that can damage your account.
