Just need some help i am based in the UK and just sold a large item which clearly specified collection only i have just looked at the bidding history and the winning bidder location is saying Hong Kong??. I have messaged the winning bidder to confirm location if he can nif collect due to location can I offer to next highest bidder who is in the UK.

Yes but you have to deal with the original transaction first.   Issue a cancellation via the dropdown menu for the item on your orders page.   Use the reason "Issue with buyer's address", ie. too far to collect. 

After that go back to the dropdown actions menu alongside the item and use the Second Chance Offer link to offer to the underbidder.
