Hi , can anyone advise how to deal with time wasters ? A buyer made an offer which I accepted, then failed to pay so I had to cancel the transaction . This is happening quite often . Is there anyway of giving them negative feedback for wasting everyones time ?? The system is weighted against the seller if we cant , after all, ebays policy states a buyer is entering into a legal commitment to buy, but ebay never follows up on these people ???

eBay don't allow negs for buyers and neg comments on the positive rating can be removed. An Unpaid Item cancellation puts a non-payment "strike" on their account. Too many of those and their account will be suspended.
Put their ID on your blocked bidder list:

And use this link to put a general block on buyers with a history of non-payment, etc.:

tick "Update block settings for active listings" and then save changes at the bottom.

You can opt in to immediate payment for offers.
Buyer makes an offer, selects payment method before submitting offer.
If you accept offer, payment is immediate.
You can also do this for BIN items.

Years ago sellers could leave negative feedback for buyers, but it was a right mess.
If all sellers cancelled as unpaid after 4 days and set requirements to block buyers with 2+ strikes in 12 months it would have better effect than false feedback.
