Buyer made an offer, seller(myself) accepted it and then buyer cancelled. I then lost the other watcher and added another month to my listing!
Can a buyer do this?

Generally, buyers can't cancel orders.
Either they asked to cancel or they didn't pay.

In theory only business sellers on ebay are obliged to accept "change of mind" cancellations but in practice it's usually simpler to accept otherwise they may invent reason for a return where you'd have to pay the postage.
