Buyer lying about address?

I just reduced a pair of shoes as the buyer said she's in Greece so postage high, she paid via PayPal but only the £2.90 post for uk when we had agreed £16.55 to Greece and on her eBay it shows her address as in Staffordshire, she still says she's in Greece , shall I just cancel the order as why did she say she's in Greece?

the buyer hasn't lied about anything,

they are in Greece,

you are enrolled in the global shipping program so you don't have to send the item to Greece, you have to send it to the UK postage hub, which is the address you have been given, ebay then send the item to the buyer.

You must only send an item to an address on Paypal.  If she wants it to go to Greece then she must add the Greek address.

Take no notice of me and do as the wise @pixiesen2012 says.

[Though postage outside GSP would be cheaper presumably as there is no duty or tax [at present] when sending to Greece.]
