Why can't you contact a seller with a question about the item without making an offer?

It depends what the question is !

If you are asking for contact details to view an item before payment this is not allowed, and your question will be blocked.

If you wish to ask  a question about the description of the item then on the right of the listing is a link....Contact Seller.

My query/complaint is that you cannot leave a message without making an money offer on the item. I want to ask a technical question about the item so that I can make up my mind whether to purchase or not. The vendor encourages this on his listing. Why should I have to make an offer for an item that may not be suitable?

You don't have to make an offer.

On every item, there is a 'contact seller' link.

When you click on that, you get to a page that has a details about the item section and then, at the bottom of the page, it should say 'still have questions' with a 'contact seller' link.

Some sellers don't allow questions.

What is the item number?

No, not sure what you are seeing we cannot see that page,  but you do Not have to make an offer to ask the seller a question about their item.

Click on the item,  top right on the seller's profile is a ' Contact Seller' link.

Click on that and ask your question.

If this is not available on the useless app , then switch if you can to a laptop / PC and use Chrome, use the above instruction to ask your question.
