I spoke today to the eBay team, and what they told me is: 18650 were recalled and are prohibited on eBay. I asked - which model/manufacturer was recalled - they could not tell me, repeating the same sentence - "18650s were recalled". So it looks like some of the 18650s from some manufacturers were recalled and they decided to stop all of the 18650s.
Imagine a car was recalled and somebody decided to ban all cars - just an example.
They still allow 26650s, they also allow - lithium cells without casing - YES - the dangerous kind - that is not a problem to them.
Based on all of the above I think - they have absolutely no idea about the subject, but decided to make some decisions.
This could be a sign of going out of business very soon.
