why are ebay monitering our emails to and from ebay users?

i have a problem regading an item i perchased as it still has not arrived, i contacted them via ebay contact but at the top of the email it said ebay are monitoring the email, can some body tell me why this is?

When you use ebay messages, they monitor to ensure you are not trying to do off ebay deal,

can help you if seller makes untrue statements as ebay can see details.

It is their site, so they can do want they want.

Why?

eBay explain at the bottom of messages before they are sent -

"We scan and analyse messages to identify potential fraud and policy violationsopens%20in%20a%20new%20window/tab. Sometimes, this can stop up us sending your message even when there is no intention to commit fraud."
