What does that mean?

I'm the buyer and the address exists. I have never received the item at this address. I can't undertand this comment on the order track. It was on 12 Feb this year. I have lost my money and my time for nothing.

Means exactly what it says. Delivery was attempted and it was refused as the name (in the address) was not known.

FEBRUARY  - Why has this only just come to your attention?

This could just be the buyer changing their mind and refusing to accept delivery. 

You did post to the address provided by Ebay? If so all you can really do is wait for buyer to contact you or ask for a refund.

No; you should not have  lost your money.  If you are the buyer you are well out of time [30 days] for eBay but can open a case with Paypal to 180 days.  Open a non-receipt case and escalate after 2 days and before 20 days.  [I take it you mean 20t Feb 2021?]

Why ever did you not open an ebay case though on the day after the last date for delivery?  Never listen to sellers' excuses!  Open the case.  Should the item later arrive after you have been repaid then you can do the payment.
