Today I recieved an email to change bank details as it looked like Ebay were severing links with Paypal, where do i report this?

It's not a scam, ebay are severing links with paypal.  However you need to complete the registration when logged into your acount and not through a link in the email as there are phishing emails going around taking advantage of the changes.

Do i change it to my Credit / Debit card option for payments now?

I am not sure what you mean? DO you mean paying ebay's fees? Starting on the 1st all your ebay fees will be deducted from the payment at source.
