Please help

I need to contact Ebay as an item I bought marked as "Item location - Leicestershire" needs to be returned in line with Ebay returns policy. 

I start the return and the item has to be returned to China!!!

This is total misrepresentation and will cost me a fortune to return. 

How can I contact Ebay to step in?

If it says Leistershire on the listing then that is where it goes back to.

Thank you. I am waiting for the seller to provide an address to return to
UK. They keep replying with the address in China!
Do I have to wait a certain amount of time before I can contact EBay?

If you opened the dispute when did you open the dispute. You should be able to escalate to ebay after a full 3 days. The option only appears then. Some Chinese sellers are very good at keeping buyers on a string and running them out of time.

If it is over 3 days or you have been given a Chinese address theny ou may have to contact ebay as I say. If you do then it is slightly possible ebay may refund straight away

You did not say when you opened the dispute. You do not have to wait a few more days that the 3 days. If you opened the dispute and the sell has not sent you a label to the UK address then escalate as soon as possible. If you cant because the seller send a Chinese address then contact ebay straight away. All disputes are timed and you just keep to the timelines no need to wait if the seller has not responded properly
