I am trying to pay for an item I won but when I click on it I can't change it seller not responding

You can't change an invoice as a buyer. Why is it wrong?

eBay says I won it for £15 postage £7 invoice says £18 and £8.40 postage

It will 20% VAT, ebay add it, sometime correctly, sometimes wrongly.
