how to contact e-bay to register complaint

I have just received a message stating I was trying to make transactions outside e-bay & it detailed 2 supposed mesages 1 from the buyer to me, & my reply.

What activity didn't follow the policy

BUYER: will you send us a payment connection via paypal ?
SELLER: however you can find me through Facebook / Instagram on thelasercabin if that?s easier for you?

1) I have not sold in over 12 mths and JUST sold some items in last days.  All transactions have gove through e-bay , & they have paid me my monies due

2) I still have several items that e-bay have relisted automatically,

3) 1 item sold today, the buyer has messaging it was bought in error, can she cancell ?

4) I have made via e-bay system,  a 2nd chance offer to the next bidder down

  The detailed corrispondence is not mine .  how do #I contact e-bay to have the message from thier tracking centre removed ?

the system seems to be designed to stop inbound communication !!

No I did not open the non payment 1st as the lady e-mailed me to inform.  I could see nothing in the instructions telling me to do so.

If the 1st offer person accepts can i sell it to them ?  and how ?

Did you cancel?. You have to deal with the first sale before offering to a second bidder. If you dont sort it out then you will be left with the fees.

No I followed the instructions for 2nd offer and the item was relisted on a 24 hour listing.

All you can do is contact ebay. I should add that really before offering second chance you should do the non payment dispute.

There is no compaint on ebay unless you want to do it in writing by the address at the bottom of the page under the user agreement.

This may not cover all your points

Dont cancel the item as that buyer has requested

If they have not paid ebay will send reminders and on day 5 you can cancel or ebay will and you get your fees back. The non payer gets a strike on their account

If you made the second offer to a buyer did you exchange any contact details as that is not allowed

and ebay would take it that you were trying to do an off ebay deal.
