My account was hacked and somebody sold £15,000 worth of goods, I told eBay and they said that they would sort it out, they did BUT they then sent me a bill for £1500 as sellers fees, I called explaining that I hadn’t sold the goods, they agreed and said that they wouldn’t withdraw the funds from my account, but they still did! My money was returned within 24 hours after many more hours on the phone, I thought it was all over, no such luck. Next they withdrew the money, £1,499.40 to be exact, from my PayPal account, my balance at the time was zero so I’m now £1499.40 overdrawn, PayPal have already tried to draw the funds from another of my accounts unsuccessfully, I spoke to a very helpful lady from PayPal yesterday who has put a hold on trying to recoup the money from me for 48 hours. More hours on the phone yesterday and today, eBay have again admitted fault but now tell me that it could take up to 30 days for my money to be returned to my PayPal account!!!!
How can this be legal? Please help me to resolve this, I don’t know where else or what else to do.

Im not sure why I’m registered in the US as I’m UK based, any help gratefully received, also this wasn’t as a result of a phishing mail to me, I had nothing to do with it, it was an eBay security breach.

There's no point in asking us about the law in your own country. In any case, you will almost certainly find that eBay and Paypal are acting within the powers you gave them in the user agreements.
Just be thankful if you get all your money back, even though there is a delay. There is no guarantee of a refund when your account is hacked. Few accounts today are actually "hacked", they are usually hijacked as a result of the account holder having fallen for a phishing email, and given away their passwords. If account holders have disregarded the numerous warnings about account security they may not even be entitled to a refund.
