You do not appear to have sold for a long time, and there have been lots of changes.
I suspect your account is not up to date with Managed Payments, and until you have updated and ebay has the information required I don't think you will be able to list.
The Point is that until you have arrangements in place for payments to be made, you might be able to sell but you would not be paid.
