Why am I charged more?

Bought plaque remover £6.68

At paypal checkout it stated £6.68

It was posted from Manchester. 

I was charged £7.26

It says tax but its not VAT

How can I pay more than I agreed to?

I have since been refunded full amount but I don't understand how this can happen.

Your pic shows you received discount & then paid 20% VAT.

Even though sent from Manchester, if non UK seller, you pay VAT.

Thanks. This means I now have to check where sellers are based even though i use a UK filter. It should be Blatantly obvious. Not hidden away. Thanks for the reply. That's me finished with ebay
