I have received a note from the post office informing me that the seller did not pay enough postage and that there is a fee of £3.50 payable by me before they will deliver the item. I cannot find anything on the site to help. Advice please.
It's up to you whether to pay it, and hope that the seller will refund you. Unfortunately, some will refuse to.
Otherwise, if you don't pay and the item isn't delivered you can use eBay's money back guarantee to get a full refund.
