Seller said he dont have the tracking code

Almost 2 weeks already the seller said the doesn't have the tracking code and i ordered a New York Yankees MLB Black Jersey... When i write him he said he will message me when he got the tracking code the item supposed tu arrive before July 13 and is taking too long... and says seller doesn't accept returns and I haven't get my purchase....

July 13th is still 5 days away,if you don't receive your item 1 day later then open a case for Item Not Received https://resolutioncentre.ebay.co.uk/ and escalate after 3 days to eBay for a refund.Without tracking showing delivery the seller will have to refund all you paid.
