Seller refused to accept delivery of returned item.

I purchased some water test strips. They were described as aquarium test strips but they were for testing swimming pool water.  Not useable for aquarium water. Items were returned via Ebay return policy with tracking info. Seller has refused delivery from the post office. Seller instructed post office to send the items back to me.

The return status is showing that the items were dispatched but not showing as received. Will i still receive a refund?

If you returned using a NOT AS DESCRIBED CASE attempted delivery is considered good enough. You may need to point this out to ebay, but the foolish seller by refusing delivery will still have to refund.

I am assuming that you DID OPEN THE CORRECT case, as you would have been provided with a reply paid label which would have been entered on the case when scanned at the Post Office.

Yes. I was provided with a returns label and the item was posted back to
seller. I have received the item back today. Post office marked the
packaged as refused.
