Refund of Insertion fee for time wasting buyer

I've recently listed a car for sale, which was bought by a fraudster (0 feedback and account opened on same day as listing added), ebay spotted this and cancelled the transaction and I received the refund for the insertion fee and final value fee within a day. I then relisted where someone else bought the car at the buy in now price but when they turned up they wanted to haggle the price (rather than using the 'make me an offer' facility when they initially made the purchase). As they wanted to pay considerably less they cancelled the transaction and left. Again I relisted and the car that has now been been sold and paid for , however the second final value fee was refunded quickly but not the listing fee. I'm going to pay the fees for the 3rd sale that was succesful but I think it a bit unfair that I have to pay the 2nd listing fee as this was due to a time waster and the info that I saw on ebay said that I would get a refund of the listing fee if I relisted and it sold, but no refund yet (this was 6 days agao).  Is this something that will automaically happen or do i need to raise a case with ebay for a refund ?

 

ebay help states:

"If your listing ends with an unsold or unpaid item, you can relist it. You'll be charged another insertion fee, but it'll be credited back to your account automatically if the item sells after being relisted."

 

The 2nd sale was on 8th May (where the buyer wouldn't pay agreed price) and the 3rd that was successful on was on 9th May
