Postage dispute

Please can some body help me - I've tried to. get information that is the closed loop that is Ebay's customer service robot and it's driving me slightly mad.

I bought a camera from Ebay, I got it sent to a drop off location which is a small shop, they refused it. I got a message from the seller telling me as much and asking why it had been refused. I went to the shop to ask what had happened and they said they refuse anything without a barcode or tracking number on it. I asked the seller to send me a picture of the package and it didn't have a tracking number on it, they had just written the address which is usually fine if going to someones house but apparently not if it's going to a shop.

The seller is now saying they want me to pay for it to be sent again or will do a refund but I have to pay for the postage. So my question is this: who is at fault and responsible for the payment, should the shop have taken the package regardless of wether or not there's a barcode as they are a registered drop off centre reccomended by ebay, should the seller have printed out something so that it's in the system when delivered so to speak or have I messed up somewhere?

Any help or advice would be appreciated and I have to say I'm really surprised how little help Ebay offer.

Seller is at fault for not putting bar code on.

BUT, you have 2 choices:

Open item not received case for full refund.

Pay P&P again & have item posted to home, seller can't send to shop with same barcode as before.
