So the first 2 times when payment failed it went back to your bank account.

 

The third time it didn't so you presumably successfully bought the item - so why were you expecting it back the third time?

It would be a big help to have told us who you paid, and how.

 

EBay is introducing a new payment system, in which buyers pay eBay, instead of paying the seller direct as before.

 

In either case, I think you need to wait and see whether you've been charged only once for this.

 

If you have been charged more than once, you should report this to PayPal or your credit card company. The procedure for reversing duplicated payments will depend on how you paid.

 

If your payment was made to eBay you should also contact customer support to let them know, but don't rely on eBay alone to sort it out.
