Follow the instructions carefully and escalate to eBay after 3 business days after opening the case if the refund is not started in the meantime.
eBay will force a full refund.
Keep what you have received as you may have to wrap it up and post it back to the seller at the seller's expense.
Be sure to open an Item Not As Described case, NOT an Item Not Received case.
You have received something. Only part of what you ordered.
The seller can defend an Item Not Received case if they can supply tracking showing you have received ‘something’.
It is better to receive a full refund than start a new transaction.
If you bought it as one lot then it is not as described
You would have to return the one part you received
Open a not as described dispute at the bottom of the page under Resolution Centre.
Escalate it after a full 3 days of opening the dispute.
The seller needs to send a pre paid label for the return.
If they dont then ebay should when you escalate the dispute.
Make sure it goes back tracked and that the tracking is in the dispute.
You have 30 days from the day of delivery to open a dispute in ebay
If you bought it in two seperate parts then you open a not received for the part you did not receive
Problem is you will be left with the one part that arrived
